Well, _yes_, but some of those repair sections run for a long long ways. When I rode my motorcycle up the Alaska Highway in June 1995, the section between Fort Nelson and Watson Lake (550 kilometers) was over one-third rough gravel.
The amount of frost heave on the Alaska is tremendous, and anyone riding it will almost certainly have to ride many long sections of rough construction.
